This process is due to the fiber in the starchy foods. What happens is, the body burns the body-fat before using carbohydrates for energy, thus reducing the amount of fat a person has stored on his body.

The only thing you need to remember is that eating more calories than your body burns will cause you to become overweight. You can eat as much starch as you desire and stay lean if your body is burning more calories than you consume.
